The victims, identified as Rahul (24) and Vikas (25), were killed on the spot late last night when the scooter they were riding on was hit by a car, police said.
The driver of the car, identified as Rohit, has been arrested and his vehicle impounded, they said.
Family members of the deceased today blocked the vehicular traffic on the circular road before the trauma centre of the local civil hospital here, demanding registration of a case of murder against the car driver.
The blockade, which lasted for about an hour, was lifted only at the persuasion of senior officials soon after which the case earlier registered for negligent driving was converted into a case of culpable homicide not amounting to murder.
