The AAP, however, said "it was well within the purview" of the government to take such decisions.
"The power of land is a reserved subject and the decision is clearly beyond the powers of the Delhi government. Despite Urban Development Department suggesting it to get the nod of the Lt Governor, the AAP government went ahead with the Cabinet decision," Delhi Congress chief Ajay Maken said.
The government has converted a bungalow, earlier occupied by sacked AAP minister Asim Ahmed Khan, at Rouse Avenue into party office.
AAP spokesperson Richa Pandey Mishra rubbished the claims made by Maken as "baseless".
"It was well within the authority of the Delhi government. Congress is simply politicising the issue," she said.
Maken also said no action was taken on the Shunglu Committee report submitted on November 27. The Shunglu panel, set up by the LG, has examined over 400 files pertaining to the decisions taken by the AAP government since February 2015.
"Besides seeking an inquiry, we have also requested the Lt Governor to make public the Shunglu Committee report and not sit on it," he said.
