Highlighting the importance of e-governance in present time, he said that it has the power to reach the last man and accomplish the goal of 'Antodaya'.
He said e-governance has to be directed more towards uplift of youth, who are the backbone of the flagship programmes of central government like Start-up India, Digital India and Make in India, he said.
The Minister of State for Personnel, Public Grievances and Pensions, also emphasised the role of e-governance in grievance redressal mechanism and provision of citizen-centric online services.
Rest of the grievances are pending due to technical issues, the Minister said.
Speaking after inaugurating a national conference on e-governance here, Singh said his Ministry was pursuing e-office for all central ministries and departments and so far 24 of them have initiated the process of its implementation.
Some of these, like Ministry of Panchayati Raj have already achieved 100 per cent e-office platform, while Ministry of Rural Development has achieved 90 per cent, he said.
Under JnNURM introduction of e-Governance in
Municipalities was envisaged to facilitate enhanced service delivery mechanism, achieve better transparency and accountability among involved stakeholders and drive better service levels to the end beneficiaries.
However, JnNURM was discontinued in August, 2015 due to which instalment of central funds were stopped and the Mission City Itanagar project could not be completed.
Rebia further said that all state-centric projects being implemented by UD (besides e-governance) like the inter-state bus terminal, parking lot, convention hall, MLA apartments, etc, which remain incomplete due to delinking of several central schemes, need to be completed from the state's own resources.
Once the e-governance system of IMC is fully commissioned, citizens could avail services of all the modules that include filing of on-line application for key services (Issuance of Birth/ Death Certificates or Trade Licenses, etc.).
Further, IMC would benefit in maintenance of digitized records and tracking of defaulters for Property Tax, promotion of online transactions to generate more revenue and a sound and comprehensive maintenance of information of the beneficiaries to avoid duplicity.
