AP CM releases book penned by senior IAS officer

Andhra Pradesh Chief Minister N Chandrababu Naidu has released the book 'A to Z of Financial Management in Autonomous Institutions', written by senior IAS officer Rajat Bhargava.
The book was released last night in New Delhi.
Union Finance Minister Arun Jaitley wrote the foreword for the book, co-authored by ICAS officer Deenanath Pathak.
Bhargava, who belongs to the 1990 batch of Andhra Pradesh cadre, is presently the Special Commissioner, AP Bhavan in New Delhi.
He had previously served as Joint Secretary in the Union Finance Ministryand headed the Budget Division.
"The effective and efficient use of taxpayers money by autonomous institutions requires sound financial management with infusion of e-governance and transparency," Bhargava told PTI.
"There have been a number of efforts to enhance financial management in autonomous institutions, like local and urban authorities, independent public institutions like universities, but these efforts were piecemeal in nature, focusing on just a few aspects of financial management like budget or amounting.
"Hence, there were varying degrees of success in improving in their performance in team of fiscal management or allocative and technical efficiency," he noted.
"This book covers all aspects of financial management in autonomous institutions and offers an insightful perspective on the challenges of managing public money.
"It is a comprehensive and an informative guide to public financial management covering all types autonomous institutions," Bhargava, who specialises in financial sector and infrastructure financing, said.
Bhargava had previously authored many books including Infrastructure Finance The Road Ahead, Public Financial Management in Developing Countries India and abroad and Institutional Management.
