An NHRC statement said the Commission has sought a report in this connection from the Director General of Police, Bihar, giving him four weeks time to respond.
The notice was issued after the rights panel took suo motu cognisance of a media report which said that the GRP mercilessly thrashed a mentally challenged man in Purnea.
According to the media report, supported by a photograph, carried on the October 24, one Gyanendra Choudhary was injured while trying to cross the railway tracks in Purnea following which GRP personnel took him to the District Hospital.
The victim was allegedly so brutally beaten up that he could hardly walk, the statement said.
The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of a mentally challenged person.
