In a press statement, he expressed 'deep concern' about the happenings in the Assembly, which were 'most unfortunate and something which should have never happened on the floor of the Legislative Assembly', which he described as the temple of democracy.
"The happenings on the floor of the Assembly on March 13 may even justify submission of a report by the Governor to the President of India under Article 356 of the Constitution of India", he stated.
The Governor said that from the report of the Assembly Secretary, letter given by the Speaker and visuals and media reports about the incidents in the House, 'it is seen that prima facie pandemonium broke out on the floor of the Assembly due to the protest of the opposition against the Finance Minister presenting the Budget and several members misbehaved in an unruly manner even towards the Speaker'.
After the violent incidents in the Assembly yesterday, the opposition leader and others had submitted another representation to the Governor, alleging that it cannot be considered that the FM had presented the Budget and Sathasivam should consider and clarify if it had been presented or not.
The BJP also in their representation had alleged that the Budget day proceedings should be declared unconstitutional, the Governor said.
