Byaling, in a statement, cautioned the civil society not to move to any area beyond the state without having acquaintance or for a genuine reason.
A junior engineer who in the past was lured to go to Tezpur by unknown persons had cost his life, he cited as an example.
"Divisive forces are targeting the peace-loving of Arunachal. Therefore, it would be prudent to remain always alert," Byaling said.
