The proposal from Mittal came at a meeting with Punjab Chief Minister Captain Amarinder Singh here last evening, he said.
Mittal also sought permission for setting up a food processing plant at Ladhowal for its Del Monte brand at an initial investment of Rs 30 crore, with another Rs 50 crore to be invested on completion.
Seeking Punjab government's continued support to ensure the success of its CSR initiative - Satya Bharti School Programme - Mittal said he hoped to make an even bigger impact on the lives of students by expanding its ambit.
Mittal also proposed setting up a university with a social cause to provide quality higher education to the deserving underprivileged students of Punjab.
As part of CSR programme, Bharti Enterprises' philanthropic arm Bharti Foundation is also engaged in building toilets under its 'Satya Bharti Abhiyan', providing access to toilets to thousands of individuals, as well as in government schools, in Ludhiana and Amritsar since 2014.
Mittal further apprised the chief minister of various other programmes undertaken in the state by Bharti Enterprises, which owns and operates Airtel among other companies.
