The 24-year-old Indian totalled 12-under 204 and won by a handsome margin of four shots over American Jason Knutzon and 14-time Asian Tour winner Thaworn Wiratchant of Thailand.
Bhullar picked up USD 79,250 for the win.
The win at the USD 500,000 event at the Linkou International Golf and Country Club is the third Asian Tour title for Bhullar, who won the Indonesia President Invitational in 2009 and the Asian Tour International in 2010.
Among other Indians, Himmat Rai (71, 70, 71) was tied ninth, Chiragh Kumar (74, 70, 71) was tied 23rd, Anirban Lahiri (74, 70, 72) was tied 27th and Ajeetesh Sandhu (73, 74, 72) was tied 53rd.
