BJP today said that decentralisation of power is needed for overall development of Jammu and Kashmir as it advocated creation of district councils.
"Creation of district councils and decentralisation of political, administrative and financial powers among the district councils are essential for the equitable development of all the districts," BJP State Spokesman Virender Gupta said.
He said MLAs and representatives of local bodies have "reasonable say" in the management of the district councils and the administration shall reach to the grass-roots level with the participation of people at the local-level.
"The districts located at the hilly terrain of the state shall be the major beneficiaries. The hilly areas of Kishtwar, Ramban, Reasi, Rajouri and Poonch districts are the most neglected parts of the state," he said.
He said there was lack of communication and other facilities including education, medical and administrative infrastructure in the far-flung areas of these districts.
Gupta said the district councils shall go a long way in developing communication network, tourist spots and other infrastructure that are urgently needed by the people.
"The projects initiated by Prime Minister Narendra Modi at the Centre and those by the state government shall be speedily implemented and the state as a whole shall reach its height in development and progress if the district councils are constituted," Gupta said.
He said that decentralisation of power should be extended up to block and village levels in order to involve the people.
Gupta suggested that separate allocation of funds be made to each district and to each region.
