One of the MP's aides said, the youths approached Saini saying they wanted a photograph with him but threw black ink at him and, two of them also slapped him.
They also threw pamphlets at the MP before his supporters overpowered four of them, while another managed to flee.
After the incident, Saini's supporters blocked the traffic on the main road of the town near Birla Mandir Chowk.
In a statement later on, Saini termed the assault a "well-conceived conspiracy which needs to be exposed".
In an apparent reference to the pro-quota Jat agitators, he said the accused have been incited by those who "could cut off canals, burn houses of innocent persons and block roads without any fear".
He alleged that the file for providing him security is "shuttling" from one place to another for the past one year.
Police later said all the five accused are reported to be from Budana village of Hissar district.
Organiser of the meeting Vipin Verma also claimed the MP was not given adequate protection by the police, which led to the incident.
The blockade was later lifted after the police officers told the crowd that the four accused were arrested and assured to provide proper security to the MP.
Saini also said he had not made any "wrong comment" against any particular community, and if anybody could prove it, he would leave politics.
