The NDA delegation included senior BJP leader Sushil Kumar Modi, state BJP chief Nityanand Rai, Leader of Opposition in the Assembly Prem Kumar, Nand Kishore Yadav, Hindustani Awam Morcha general secretary Anil Kumar, LJP's MLA Rajeev Tiwari and Satyanand Dangi of the Rashtriya Lok Samata Party.
In the memorandum, the NDA said the area in which the RJD youth wing had taken out a protest march and attacked the BJP office is in the prohibited zone.
Beer Chand Patel Marg, in the heart of the city saw a violent clash between RJD and BJP workers after the former pelted stones at the BJP office.
"During time of attack, the vehicle of Lalu Prasad's son and minister Tej Pratap Yadav was roaming near the spot. Doesn't this indicate towards a planned conspiracy by the RJD?" the memorandum highlighted.
The delegation demanded action against those policemen who did not take any action during the incident.
Earlier in the day, BJP workers took out a protest march and burnt an effigy of Lalu Prasad and Chief Minister Nitish Kumar over yesterday's incident.
