"In the vision document of a party which is in power for past eight months, there should have been some vision in its document," Kumar said in his reaction to BJP's 'Vision Document' released yesterday.
Stating it "a document reflecting divisive and negative thoughts of the party," Kumar said in a statement here "on every page of the vision document the catch word is 'Let's go with Modi' but when you'll study it, a question would crop up 'where is BJP and Modi taking us."
Such a thought was nothing but a "cruel joke" on composite culture of Delhi, Kumar said.
The JD(U) leader, however, extended good wishes to Aam Aadmi Party (AAP) leader Arvind Kejriwal for upcoming Delhi poll.
"Do such a vision reflects 'Ek Bharat, Shresht Bharat' (one India, great India) pet slogan of BJP?" Kumar said.
When Prime Minister was with Chinese President Xi Jinping at Ahmedabad, Chinese army had infiltrated in Indian territories. At that time Gujarat government distributed a map which showed Arunachal Pradesh as a disputed area, he said.
"Whosoever says 'let's go with Modi should be asked where to go," he said.
Kumar, who drove JD(U) to severe ties with BJP over elevation of Narendra Modi as PM candidate, said he had been repeatedly saying that BJP could run a government, but could not run the country.
