The driver of the vehicle P Raju, an employee from an outsourcing company, was arrested, they said.
The deceased was aged around 17 years, police said, adding a case has been registered in this regard.
According to a close aide of the Minister, neither Reddy nor any of his family members was travelling in the car at the time of the mishap.
"The driver of the car went to fill fuel alone. The mishap occurred when the victim who was riding a two wheeler was trying to take a turn at a divider on the road and at the same time Minister's vehicle was coming from behind and hit it," the aid of Minister said.
