The poll panel made the submission before a bench headed by Chief Justice Ashok Bhushan during the hearing of an appeal filed by the government against the decision of a single judge setting aside formation of 69 new gram panchayats.
The single judge had quashed the government order forming new village panchayats by carving out parts of 84 villages. By this judgement, the election to local bodies, due in October this year, has to be conducted on the basis of earlier delimitation.
