40 persons have been arrested in this connection so far, police said.
A group of Jat Mahasabaha members were adamant on installing a statue of the late prime minister at Valmiki Chawk without permission of the district administration, they said.
"When police stopped them, the group headed towards a nearby Hanuman chowk and tried to put up the statue there. When police again prevented them, they pelted stones at the cops," SP Alwar Umesh Dutta said.
Police resorted to lathicharge to control the situation, he said.
14 persons including 8 policemen were injured.
"One Inspector and one Assistant Sub Inspector are among the injured policemen," he said.
"We tried to convince them that they need permission to install the statue and said that a committee will look into their demand but they paid no heed to it," he said.
