Chairman of Skill Development Authority, Subrato Bagchi, Odisha Chief Secretary A P Padhi and senior officers were present at the function.
Patra, who hails from Manapur village of Kujanga in Jagatsinghpur district, was a student of ITI, Cuttack in fitter trade during 2014-16, official sources said.
He will be awarded a certificate and a cash prize of Rs 50,000, while ITI Cuttack will be awarded as best institute, they said.
