Commence appointment of teachers in 3 weeks: SC to Telangana

The Supreme Court today expressed displeasure over paucity of teachers in Telangana and directed the state government to commence the process of appointment of teachers in primary schools within three weeks.
"This is a state of absolute adhocism and uncertainity. We can't understand as to why there are no teachers at schools in the villages...We are compelled to comment. If we feel something and don't say anything, then it would be hypocritical," a bench of Justices Dipak Misra and P C Pant said after perusing an affidavit filed by the Telangana Chief Secretary.
The apex court also voiced dissatisfaction over the Chief Secretary's affidavit and said it refers to "many aspects which have nothing to do with our previous orders."
The bench said it was obligatory on the part of the state to see that teachers are appointed in schools and proper education is imparted to students.
Stating that an educational institution becomes dysfunctional in the absence of educators, the bench said that teachers working on ad hoc basis can also participate in the selection process for teachers.
It fixed the matter for next hearing on December 8 when it will examine the issue with regard to functioning of toilets in schools.
The court had on October 8 directed the Chief Secretary of Telangana to file an affidavit with respect to appointment of teachers in the state.
It had also asked the Chief Secretary of Andhra Pradesh to file an affidavit pertaining to salary component and the functioning of the toilets in the schools.
On January 27, the court had said that toilets in all schools should not be a mere "structure" but they should be clean and have proper facilities.
The observation came while the court was hearing a petition filed by J K Raju, seeking a direction for providing toilet and drinking water facilities in the states' schools.
