Goswami said this in the House amidst a noisy debate over law and order situation in the state.
While taking part in the discussion, both treasury and opposition traded charges as well as claims on the situation of law and order in the state.
"No debate can be allowed under Rule 54. Still I am flexible and allowing some discussion on the topic. It should not become a political blame game. Whenever there is law and order situation and militancy, all parties suffer. But the common people suffers the most and the maximum casualties are also from them, " he said.
"There may be some isolated incidents. But overall it is better. There has been no leniency towards the militants. Due to militancy, AGP workers suffered the most," said Patowary, who was with AGP before switching over to the BJP.
Reacting to this, former Chief Minster Tarun Gogoi said that the situation started improving after the Congress government came to power in the state in 2001.
"Yes, the situation is better. But it did not happen overnight. During our times also it was bad till almost 2006. Then slowly it improved. If you make an overall comparison, then Congress workers are subjected to maximum attacks and casualties," he added.
