"Just see how many times the Congress has changed its name... Congress changed its name, its symbol, its slogans, but their 'niyat' (intentions) has not changed," Modi said in Jabalpur ahead of November 25 Madhya Pradesh Assembly polls.
'C' in Congress stood for corruption, and its scams covered the entire alphabet, said Modi.
"Will you vote on the basis of performance or will you vote on community lines, family," Modi asked people further adding that he was sure that people will vote for the best interests of Madhya Pradesh.
While BJP leaders from the states ruled by the saffron party learnt from each other, Congress leaders competed with each other to "loot" those states, he said.
Targeting Prime Minister Manmohan Singh who addressed a rally in Jabalpur a few days ago, Modi said when Chouhan visited the city he listed the development works of his government and asked whether the Prime Minister listed the achievements of the Central government and shouldn't he have done so.
