Talking to reporters here, Rao said the chief minister was financially burdening the state and its people by adopting a "submissive" attitude towards the Centre.
"The state government submitted a revised estimate of the project amounting around Rs 58,000 crore from the previous Rs 16,000 crore. Who will mobilise the remaining money?" the Rajya Sabha member asked, claiming that Centre has not responded to the revised estimate the state government had submitted in August this year.
Rao recently moved the High Court at Hyderabad with a plea questioning the Centre's alleged abdication of its responsibilities in the Polavaram National Irrigation Project.
"You are scared of speaking against the Centre and want to complete the project with whatever little funds the Centre releases, thereby imposing additional burden on the state," he said in an open letter to Naidu.
