Constable pens reference book on rape cases

A head constable from Aurangabad crime branch has authored a guide for police on handling rape cases, based on Supreme Court rulings and observations.
Senior IPS officer Sanjay Kumar, additional DG CID crime, today lauded head constable Dwarkadas Bhange, who has penned the book.
"This book will help increase conviction rate in the state," he said, at the book release event in Aurangabad. The book is titled 'Supreme Court on Rape Cases'.
Bhange, a science and law graduate, joined the police force in 1991.
The 121-page book on rape cases, printed at the government printing press, contains over 5,000 references of observations, directions and conclusions given by the SC since 1967.
The book was released by state Director General of Police Sanjeev Dayal.
A senior police official said it would work as a handbook for the policemen in Maharashtra.
Bhange, who handles the Maharashtra Prevention Of Dangerous Activities Act and the Maharashtra Control of Organised Crime Act section and also heads the legal cell of the city police, is regarded as an expert in law.
He has cleared his inter-departmental exam and is awaiting promotion orders to the post of sub-inspector. He had published another book, 'Dying Declaration', three years back.
Bhange said he began compiling the data for the book two years back as society, judiciary and law enforcement agencies became sensitive in cases of crime against women.
Commissioner of Aurangabad Police Amitesh Kumar said readers could use the book as a comprehensive reference text.
