CP shooting case: HC grants 3 days parole to ex-ACP S S Rathi

The Delhi High Court today granted three days parole to former ACP S S Rathi, serving life term along with nine other policemen for killing two businessmen after mistaking them to be gangsters in 1997, to submit a thesis for his M A first year examination.
Granting the parole to Rathi, Justice Pratibha Rani said the order will be effective from the date of his release from the jail.
Rathi, pursuing his M A in English, has sought one month's parole to enable him to sit for his first year examination scheduled to begin from December 19.
He has said he has to submit thesis before December 10, for which he needs a computer and an internet connection.

He has further contended only after he submits his thesis will he be allowed to sit for the exam.
Allowing Rathi to prepare for his exams, the court said he can approach the court before beginning of the papers.

Meanwhile, the court asked Rathi's counsel to submit before it details of his enrolment for different courses one after the other over the years.
Rathi has done his LLM, LLB and PHD besides other degrees after being lodged in jail.
On June 13 this year, the high court had granted three weeks parole to Rathi to enable him to sit for his MSc (Forensic Science) second year examination.

On his plea, the court had on June 11 pulled up the Delhi government for its delay in deciding on the request for parole by Rathi who is serving life term along with others for the broad daylight fake encounter of two businessmen. The two were mistaken for gangsters and shot dead in Connaught Place in Delhi 17 years ago.
CBI was directed to verify the request and inform it whether Rathi was appearing in the exam or not.
The Supreme Court had in 2012 upheld the conviction and life sentence of 10 Delhi Police officials, including Rathi, in the case.
