He also said his party would demand a white paper from the SAD-BJP government on the financial condition of Punjab in the next Assembly session.
Welcoming Sufi singer Hans Raj Hans into his party, the Punjab Congress Legislature Party leader alleged the current dispensation has always "discriminated against" the dalits.
"The dalit community is the backbone of the Congress party. Also it's only party which can represent the community in Punjab and the country," he said.
Hans recently left SAD and joined Congress.
Channi alleged the government has "looted" the state and its financial condition has "worsened".
He also attacked Delhi Chief Minister Arvind Kejriwal alleging that he has failed to give employment to youths in Delhi.
