"Such a special session should be dedicated to find solutions to three major problems plaguing the country -- floods, drought and lack of health care," he said as he addressed the 78th Conference of Presiding Officers of Legislative Bodies in India at Gandhinagar.
"We need to ensure minimum 60 days sittings of the House in a year," Goel said, adding there should be a summer session for this purpose in addition to the existing Budget, Monsoon and Winter Sessions.
Delhi Assembly Deputy Speaker Bandana Kumari, who supported the idea, said there should be "a law that makes it mandatory for state legislatures to sit for at least 60 days in a year.
