"We found that the riots were the outcome of long-term planning. The planning to flare up communal tensions by RSS was on for the past six months and there was connivance of the administration in this," said Shabnam Hashmi, founding member of Act Now for Harmony and Disharmony (ANHAD).
She termed the Muzaffarnagar riots as smaller version of Gujarat riots and targeted Narendra Modi's close aide Amit Shah, who is in-charge of Uttar Pradesh.
After the Muzaffarnagar riots, ANHAD had constituted a fact-finding committee comprising lawyers, journalists, law students and social activists.
"Although the government estimates the death figure to be around 50, we found that it was more than 100. Over 70 people are still missing. Seven cases of gangrape have been registered and we still have 7 more testimonies of such cases, which still remain unregistered," said Advocate Naushad Ahmad Khan, who was also a member of the committee.
