Delhi govt decision in tune with Centre position: DANICS

Seeking the implementation of the grant of grade pay and time-bound grant of scales, the DANICS officers' association has urged the Delhi Lt Governor to "appreciate" that the Delhi government's decision in having approved the same was "in tune with MHA recommendations".
Delhi government had yesterday decided to put off the implementation of the grant of grade pay and time-bound grant of scales for Delhi, Andaman & Nicobar Islands Civil Services (DANICS) officers till the Centre took a final call in this regard.
In the letter to LG Najeeb Jung, the DANICS Association has urged him to "kindly intervene" and take up the matter with the Prime Minister and other senior Union ministers.

"We request you to kindly intervene and take up with the Home Minister, Finance Minister, Minister of Personnel and Prime Minister to kindly appreciate that the decision of the Delhi Cabinet is in tune with MHA recommendations of 2006 and recommendations of successive Governments of Delhi," DANICS Association president Ajay K Gupta said in the letter.
The Delhi Cabinet had in August approved the grant of time-bound pay scales to Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officers who have completed 13, 18 and 21 years of service.
The government had also approved the introduction of a pay scale in Pay Band-4 with grade pay of Rs 10,000 after 21 years of service.

On September 17, Jung had issued a memorandum directing that no officer should follow the Delhi government orders which were declared by the Centre to be "null and void".

In the memorandum issued by the LG's Secretary, it had been stated that officers would face strict action for non- compliance with the order.
"Government of India has taken note of current constitutional position in Delhi and major instances of violation of the Constitution, laws and rules, such as change in the pay structure of DANICS officers, the constitution of so-called Commission of Inquiry, etc.
"Government of India has declared these decisions of Government of NCT as illegal and ab initio void," the LG's memorandum had stated.
