Delhi's transport dept seeks clarification from Centre on

The Transport Department of the Delhi government has urged the Centre for more clarification on mandatory installation of speed governors even while permitting issuance of fitness certificates to vehicles without anti-overspeeding equipment.
Installation of speed governors in commercial vehicles operating in the city has been made mandatory but no time was given for implementation, a Delhi government source said.
"As an interim solution, the vehicles are being issued fitness certificates without speed governors. The clarification regarding more time for installation of the speed-limiting devices in old and new vehicles is awaited from the Ministry of Road Transport and Highways," said the source.
The clarification was sought after taxi and cab unions protested the move.
Installation of speed governors in the vehicles registered after May 1 is mandatory as per Ministry of Road Transport and Highways.
"The clarification from the ministry is expected to come in next few days. As of now, vehicles are being issued fitness certificates with a stamp showing fulfillment of all criteria except installation of speed governors," the source said.
The mandatory installation of the equipment is aimed at bringing down accidents by limiting maximum speed of vehicles at 80 KM per hour.
Delhi Traffic Police data show that 1,622 people lost their lives in road accidents in 2015 and 1,671 in 2014 in the city. Over 16,000 people were injured in the road accidents in last two years.
