Syed Abdul Khader, district secretary of Social Democratic Party of India, in his petition before the Madurai bench, submitted that after each recovery or explosion of devices since 2011, police called in 'innocent' Muslims and tortured them using third degree methods.
He said none of the real accused in these cases had been arrested or secured so far.
Khader said a petition filed by a victim was pending in court.
He also submitted he had given a private complaint before a Judicial Magistrate against those tortured the people.
Meanwhile Madasamy in an interview to a Tamil daily and weekly named two police officers for impeding investigation and arresting the accused and even alleged they had a role to play in planting bombs.
Khader alleged that the SI concerned was trying to issue summons to him as he had represented the victims and feared that such a move would affect the course of investigation.
Justice R Subbiah then directed the government Pleader to get the instructions from the police officials concerned.
An Improvised Explosive Device, fixed under a lawyer's car went off in Nelpettai on November 20 last year. Another one exploded in the same area on March 14 this year.
