Disclose educational qualifications of Pokhriyal: CIC

The Central Information Commission has directed the Hemwati Nandan Bahuguna Garhwal University to disclose the educational qualifications of Haridwar MP Ramesh Pokhriyal.
The case relates to RTI application filed by one Harsh Raturi, who sought to know whether "Ramesh Chandra" has ever been a regular or private student of any Post Graduate Course/degree of the University and if yes, his enrolment number etc.
The University CPIO did not respond to his petition.After first appeal limited information was provided to him.
The University claimed that it is not possible to trace out the details of a person who passed out prior to 2001 without giving specific details, as they have more than 180 affiliated colleges and every year around 1.5 lakh students are passing out.
It stated that District Election Officer also received such complaint and they have sought details of Pokhriyal, now MP from Haridwar.
"The Commission directs the respondent authority to send a notice to the address of the elected representative from Haridwar constituency in Lok Sabha seat, to furnish specific details of information, such as, when he had passed out MA from HNBG University, along with self attested copy of MA mark-sheet etc," Information Commissioner Sridhar Acharyulu said.
He also directed the respondent authority to send this notice to the Haridwar address of the MP and Lok Sabha Secretary, to hand over this letter to Pokhriyal to provide necessary specifications to the University, and the appellant so that University can verify the academic record of the MP.
"The Commission also directs the Secretary, Lok Sabha to collect the specific information from its records and send the same to the University for making necessary verification and giving reply to the appellant," he said.
