DSRCs to connect govt, citizens on road safety

To ensure a closer engagement of administration with citizens on road safety issues, Delhi Lt Governor Najeeb Jung today approved the formation of District-level Road Safety Committees (DRSC).
The committees will have to identify black spots (accident prone spots), develop trauma-care and blood bank facilities, spread awareness, create wayside amenities, among other responsibilities, Delhi government officials said.
After identifying black spots, the DSRC will have to make remedial measures like improvement in road condition, provision of emergency medical relief and others.
Ambulances would have to be deployed at places so that emergency care can be provided within 8-10 minutes of occurrence of an accident.
Under the development of trauma care and blood facility category, the availability of trauma care facility including blood banks needs to be evaluated and action taken for upgradation where necessary.
Training in trauma care would also have to be provided to people who are likely to be first responders in case of road accidents. These include people from the villages adjoining highways and police personnel.
Futher, DRSC can also formulate a strategy and monitor enforcement of traffic regulations.
Campaigns to spread awareness on road safety can be done, and DSRC can associate education authorities, schools and colleges and local government bodies for this.
The DRSC can also take lead in identifying the need and feasibility for creation of wayside amenities along highways passing through the district, and also monitor the functioning of the District Transport Office (DTO) to ensure transparency on the issuance of fitness certificates and driving licences.
