Sampath would be accompanied by Election Commissioner H S Brahma and Deputy Election Commissioner Vinod Zutshi.
The term of Narendra Modi-led BJP government expires in December. Modi would be seeking re-election for the fourth term.
The EC team would meet representatives of six prominent political parties of the state on Monday morning, said state's Chief Electoral officer Anita Karwal.
The team would also hold meetings with the officials, including the district collectors, superintendents of police, chief secretary A K Joti and in-charge DGP Chitranjan Singh.
The EC team would then head off to Himachal Pradesh, following which the election schedules for Gujarat and Himachal Pradesh were expected to be announced, sources said.
