After the incident, the driver identified as Salman fled, but was later arrested this evening.
The duo identified as Rajender Mathur and Narrender, aged between 25 and 30 years, were admitted to Yashoda Hospital where Mathur's condition was stated to be critical.
Police said that at the time of incident, the car owner S N Singh Gautam, retired deputy commissioner of entertainment tax department and a resident of Kausambi area, was not in the vehicle.
According to the police, Gautam came to a doctor in Rajnagar for his health-check up and had asked Salman to bring a water bottle.
"Instead of taking them to hospital, Salman fled from the spot, but was later arrested," said a senior police officer.
Police found a blue beacon inside the car which was impounded and a case registered at Kothwali police station.
