He also alleged that Dikshit is worried that Congress' defeat in recent municipal polls will be repeated in the Assembly elections slated next year.
"Instead of focusing on the prevailing problems, she is running around in courts and has failed to solve the grievances of people," he told reporters here.
He also alleged that the chief minister was trying to gag the opposition.
Gupta's remarks came a day after a Delhi court summoned him on Dikshit's complaint for his prosecution for allegedly defaming her.
He has been directed to appear before the court on June 22 to respond to Dikshit's allegation that he had defamed her before the recent MCD polls.
"We would decide our future course of action once we recieve the copy of the summon," Ajay Digpal, Gupta's lawyer said.
