An official of the NHPC, which operates the 240 Megawatt power project, said all the employees were safe.

"The apparent cause of the fire is malfunction of a transformer. However, what went wrong exactly can be said only after the fire is put out and investigations carried out," he added.

Police officials said the smoke was billowing from the underground power project and attempts by personnel of the fire and emergency services department to enter the premises have not succeeded so far.

"There is too much smoke coming out from the project premises. Attempts to enter there have not succeeded so far," the official said.

The Uri-II power project was inaugurated by Prime Minister Narendra Modi on July 4.
