On a tip-off, Amit, Sushil, Arjun and Sandeep were arrested last night, they said.
Two motorcycles and three laptops were recovered from them, they added.
While three of them are from Ghaziabad, Sandeep is a resident of Sonipat in neighbouring Haryana, police said.
The accused have confessed that they used to steal vehicles in Delhi, Noida, Ghaziabad and Gurgaon and sell them in other cities by changing their registration plates, they said.
The police are interrogating them about their accomplices, police said.
