The book revolves around a young detective investigating series of brutal murders in her town.
First published alongside Stephen Kingand and Dan Simmons the horror anthology "Night Visions 5", the novel was written by Martin, 67, in 1980's.
Kalinda Vazquez, who was co-executive producer of "Once Upon a Time", will adapt GRRM's work.
"I have always thought there was a TV series (or maybe a feature film) in Willie Flambeaux and Randi Wade," Martin wrote, referencing the main characters.
The author said that Cinemax only ordered the pilot script, and that it is not sure if "The Skin Trade" would wind up on the air.
Referring to Vazquez as "not an easy choice" Martin said he liked her enthusiasm and is looking forward to work with her.
