28-year-old Sunil Rathod was killed on the spot when Faldesai's official car collided with his bike at around 7 AM, they said.
Another person, who riding pillion, got injured in the accident and was admitted to Goa Medical College and Hospital, where his condition was said to be critical, they said.
The incident took place when the car was proceeding towards the airport. Faldesai was in the car but he was not at the wheel, police added.
