Govt college principal arrested for fund embezzlement

The State Vigilance Organisation of Jammu and Kashmir today arrested a government college principal for allegedly preparing "factitious bills", causing a loss of over Rs 4 lakhs to the state exchequer.
Professor Hemla Aggrawal, the then Principal of Sri Pratap Memorial Rajput (SPMR) College of commerce in Jammu has been arrested, an SVO officer said.
She is at present the Principal of Government Degree College, Reasi.
On the basis of an inquiry conducted by the vigilance organisation into the allegations regarding irregularities in purchases made by Prof Hemla, a case had been registered under Prevention of Corruption Act in 2014 against the principal and Jagdish Kumar, then Senior Assistant (storekeeper) SPMR Commerce College Jammu, he said.

Further investigation revealed that the said principal by abuse of her official position and in criminal conspiracy with others purchased I-Mac system and other softwares namely Final Cut Plugging, Edius 4 Canopus and Adobe Master Collection CS3 for personal use, and thereafter in connivance with other accused persons, got prepared false bills against these items, causing loss to the state exchequer for an amount of Rs 4,05,200, the officer said.
The seized articles were sent to Central Forensic Science Laboratory (CFSL), Hyderabad and expert opinion obtained, the SVO official added.
