Govt fails to place probe report against Prakash Mishra in HC

The State Vigilance Directorate today failed to submit the preliminary enquiry report in the Orissa High court basing on which a graft case was registered against senior IPS officer Prakash Mishra who is now the Director-General of CRPF.
The High Court had last week asked the vigilance to produce in a sealed cover the departmental enquiry report basing on which the FIR was filed against Mishra. But the vigilance failed to do so following which the High Court asked it to submit the report positively before March 2 and posted the matter to be heard again on March 4.
Mishra had in December last year been summoned by the Vigilance here to record his views in the case. But the top police official, who was working in New Delhi at that time as Special Secretary of Internal Security in the Union Home Ministry, had expressed his inability to cooperate with the Vigilance as parliament was in session then and he could not leave New Delhi.
Though two months have passed in the meantime, the Vigilance Directorate is yet to issue a fresh summon to Mishra in the matter.
When contacted, a top Vigilance officer said the need to issue fresh summons to the former DGP of state police to record his views on the matter has not yet arisen.
Mishra in his petition has sought to quash the FIR against him.
The 1979 batch IPS officer had earlier alleged that the state government lodged a case against him just to prevent him from becoming the Director of CBI. Mishra, however, lost in the race and finally became DG of CRPF.
