Eligible officers are requested to submit their nominations latest by November 15, an official order said.
The final authority for the appointment of vigilance commissioners in CVC rests with the President of India.
The new appointment would be for after incumbent R Sri Kumar's retirement on January 27, 2014.
The selection committee for appointing the commissioner will comprise the Prime Minister as its chairperson along with the Home Minister and the Leader of the Opposition in Lok Sabha as its members. The panel would select the commissioner from a list of five candidates, the circular added.
"The names of only those persons would be considered for selection who would get at least three years' tenure as Central Vigilance Commissioner or Vigilance Commissioner," the circular said.
A vigilance commissioner remains in office until attaining the age of 65 years or upon the completion of four years, whichever is earlier.
