"The Panchayati Raj system! The importance that is there in the country for Lok Sabha, it should be the same for Gram Sabha as well.
"The Gram Sabha should not be considered to be inferior to the Lok Sabha. If Lok Sabha defines the future of the nation, Gram Sabha is local sabha that defines the future of the village," he said in a series of tweets.
He also advocated a fully functional, responsive grass-roots level system of self-governance for an effective democracy.
"PM Narendra Modi firmly believes that the three Ds - Decentralisation, Devolution and Development - go hand-in-hand," he said in another tweet.
