GSHRC notice to Goa government on vacant IPHB posts

The Goa State Human Rights Commission (GSHRC) has issued a notice to the state government for having failed to appoint a director for the Institute of Psychiatry and Human Behaviour (IPHB) ever since it started functioning.
IPHB was set up 30 years ago in Goa and functions from a sprawling complex at Bambolim, near Panaji.
GSHRC has ordered Goa government to take a serious view of the lapses and fill up the post of IPHP director along with the other vacancies at the institute.
GSHRC is headed by Justice (retd) PK Mishra as its chairman.
"It is very unfortunate that the very vital post of the director has not been created although more than three decades have passed since IPHB was established. This lethargic attitude of Goa government cannot be brushed aside lightly," GSHRC said in its notice issued to IPHB, which functions under the state health ministry.
Making eight recommendations, the commission also asked Goa government to expedite the upgrade of the IPHB infrastructure for the welfare of its inmates.
It also recommended setting up of day care centres with facilities for physical exercise, yoga, meditation, indoor games and library, among others.
Other recommendations include utilisation of the premises for recreational activities for the inmates and planting of saplings to make the institute environment-friendly.
