Assam government today said it has passed an order to create Police Commissionerate for the state capital with effect from January 1 next year.
"Considering the ever growing complexities of law and order like crime handling, internal security and public order, the Assam Government has passed an order to constitute the area of Kamrup Metropolitan district under Commissioner of Police, Guwahati," an official release said.
The order will come into effect from January 1, 2015, it added.
The Police Commissioner of the city will be conferred with all the powers of a District Magistrate and will be of rank equivalent to Inspector General of Police or above, exercising his power and functions directly under the Director General of Police, Assam.
The statement, however, did not mention who will be the first Police Commissioner of the city.
"The Commissionerate will treat the area covered under it as Metropolitan area for all purpose of the Code of Criminal Procedure 1973. At the same time, the Commissioner of Police, Guwahati will also have the powers of Executive Magistrate of the said Metropolitan area," the release said.
Further, the government has appointed all police officers under the Commissioner of Police not below the rank of Assistant Commissioner of Police as Executive Magistrates with jurisdiction within the said metropolitan area and they shall exercise and perform their powers and duties under the general control of the Commissioner of Police, Guwahati.
"In order to create an effective chain of command, professional competence besides functional specialisation, legal authority with accountability, the government has constituted three police districts headed by a Deputy Commissioner of Police for each district," the statement said.
The three police districts will be East Police District, Central Police District and West Police District demarcating each area of functioning as well as their respective territorial jurisdiction.
