Habeas corpus petition filed seeking to produce prisoner in

A division bench of the Madras High Court today ordered issue of notice to the Tamil Nadu Home Secretary, the DGP and the IG of Prisons on a habeas corpus petition to produce a man arrested on charges of giving arms training by organising camps in Varushanadu hills in Theni district and lodged in Central Prison here, in court.
N Palaniyandi, a civil rights activist, also prayed for providing medical treatment for the prisoner Vivek at the Government Rajaji Hospital here and inquiry by a district Judge into the "brutal assault" on the detenu by prison constables and punishment for them.

Justices A Selvam and T Mathivanan ordered notice to the officials.
Vivek was arrested a few weeks back and lodged in the prison and he was attacked by five constables. He suffered injuries on the head, spinal cord and shouder. His right ear was damaged and he lodged a complaint with the prison authorities. The co-prisoners and those who witnessed the incident had sent a complaint to the Madurai district Judge, he submitted.
Vivek had been observing fast since March 14 condemning the attack and seeking to register cases against the constables. Vivek was diabetic and there was no treatment available at the prison, the petitioner submitted.

The petitioner said he had sent a representation to provide treatment to Vivek but no action had been taken so far.
