The resolution moved by former chief minister Bhupinder Singh Hooda was seconded by state party chief Ashok Tanwar, Congress Legislature Party Leader Kiran Chaudhry and Rajya Sabha member Kumari Selja.
Another resolution was passed authorising Congress president Sonia Gandhi to nominate state unit members, its next chief and AICC delegates.
The Haryana Pradesh Congress Committee meeting was chaired by senior Congress leader and party's state affairs in-charge Kamal Nath.
Nearly 200 newly elected delegates endorsed the resolution for Rahul Gandhi's elevation.
Kamal Nath termed the resolution as "historic" claiming that Rahul's elevation will infuse new energy in the Congress organisational set-up.
Through another resolution, which was also moved by Hooda, Sonia Gandhi was authorised to take the final call on the next HPCC chief.
Hooda and Tanwar are known detractors and majority of the Congress' 17 MLAs in Haryana have been demanding the former be made the PCC chief.
Attacking the Manohar Lal Khattar government in the state, Hooda said the BJP dispensation would be completing three years in office later this month, "but it has not even a single achievement to its credit".
"The BJP government has failed to fulfil the promises it made to the people and all sections of the society are fed up with it".
