Haryana govt asks depts to list cases of loss of public money

The Haryana government today issued directives to all heads of departments to prepare a list of cases of loss of public money due to fraud and negligence and name those responsible.

While stating this here today, a spokesman of finance department said that they have also been directed to send a status report indicating all such due recoveries with the latest action taken report.

He said that it has come to the notice that cases of loss of public money arising from fraud or negligence are not disposed promptly.

The cases are sent to finance department to write off the loss after the lapse of considerable time during which the delinquent officers have either retired from service or died as a result it becomes difficult to initiate any disciplinary action against them or to effect recovery, he said.

The spokesman said that all the departments have been directed that all losses should be duly recorded and sanction of the competent authority to write off the irrecoverable loss should be obtained with in a period of one year after fixing the responsibility of guilty persons or employees.

He said that before sending the case to finance department to write off the loss, the first step should always be taken to fix the responsibility of the concerned employee responsible for loss sustained by the government for fraud or negligence on his part.

The officer concerned would also be held personally responsible for any loss arising from fraud or negligence to the extent to which it may be shown that he contributed to the loss by his own action or negligence in supervision, the spokesman added.
