Without elaborating the norms that would qualify one as "sufferer", a government spokesperson said the card holders would enjoy free travel in Haryana Roadways buses and a 75 per cent rebate in luxury Volvo buses from October 2, 2015.
The decision has been taken after Chief Minister Manohar Lal Khattar made an announcement to this effect on June 26 - on the 40th anniversary of the Emergency, the spokesman said here today.
The Deputy Commissioners (DCs) of all districts will publish a draft list of persons, dead or alive, who had suffered during the 19-month period.
"They (the DCs) will prepare the photo identity cards, along with Aadhaar number, for every such individual who is alive and is on the final list," the spokesperson said.
"The said identity cards will be handed by a senior officer by personally visiting the person's residence by September 30, 2015," he said.
Also 'Tamra Patras' for all appearing on the final list will be prepared by the DC with assistance of Information and Public Relations Department by December 31.
The DCs will ensure that during the entire process, no person is asked to visit any office for any clarification.
"Instead the officers of the District Administration shall personally visit them for clarification, in case there is a need," he added.
Also last week, the Haryana government had said it would publish a 'Granth' (book) on Emergency days, which will be released on January 26, 2016.
The book, titled 'Shubhr Jyotsana', would comprise articles, poems, stories and other such literary material written on the Emergency. The items would be collected up to December 31 for publication.
