Justice S Vaidyanathan said the G.O. To recruit them only through employment exchange without advertisements in newspapers, public notice and website posting, was illegal, unsustainable and liable to be set aside.
The Judge was allowing a petition by 40-year-old Mani, who was senior in rank in employment and whose name was not forwarded for appointment by the Karur district employment officer.
The G.O. Permitted the director to fill up 350 vacancies in livestock inspector's posts in Tamil Nadu.
"If appointment is made by merely inviting names from the employment exchange or putting a note on the notice board, that will not meet the requirement of Article 14 (Equality before law) and Art 16 (Equality of Opportunities in matters of Public employment) of the constitution. If a person is employed violating this, he cannot even draw salary," the bench said.
