Justice Kuldeep Singh passed the order on a petition filed by Kumar, the former Industries minister.
The petitioner had challenged the order of the Judicial Magistrate directing registration of an FIR against him under various sections of the IPC following a complaint.
Kumar alleged the complaint was filed with a motive to malign his image.
He said such complaints were filed when the assembly election was due in the state.
Justice Singh said without hearing the complainant, no interim relief could be granted to the petitioner at this stage.
The court listed the case for hearing on Septemebr 17.
